NBA 2k19 officially released the NBA All-Time teams for players to relive the past and play as retired NBA legends or players at their prime form. It was still available in previous versions of the game by downloading custom made rosters made by the 2k community. However, there is still several stars missing due to licensing issues.

Some retired NBA stars couldn’t reach a licensing deal with 2k sports because their licensing is not covered by the NBA Players Association and it’s up to each retired player to strike a licensing deal with 2k.

 

Reggie Miller

Reggie Miller was arguably the greatest off the ball player in NBA history and despite being a one-dimensional scorer, he was an outstanding playoff performer. He was The Pacers all-time leader in points, games and field goals which does suck for Pacer’s fans to not see him in the official All-Time Roster. There is an unknown issue about Miller’s nonappearance and I’m sure it’s reasonable enough for the Knicks Killer to not be added.

 

Moses Malone

2k struggled with licensing issues for Malone, due to him passing away in 2015. 2k sports needed to get separate agreements for Malone which would’ve resulted into discussing with family members. There is little to no information about the absence of Malone on the All-Time rosters, presumably a hassle on both ends that 2k sports didn’t want to deal with.

Charles Barkley

Barkley is most known for his remarks against 2k and has made it clear to the public what they need to do for adding him in the game.

A quote from Barkley in 2016:

“The reason I am not on 2K is because they would not give me money. They make a lot of money on that game. What I said to them was we as players have not done enough for the retired players association. We told the 2K people that our job is to take care of the older players. I don’t even want any money. I said, “Let’s come up with an amount of money for you to give to the retired players union.” They said, “Well we get all the guys the same.” And I said, “Well, we ain’t all the same.” I told them they make a gazillion dollars on that game. They said, ‘Well we are not going to do that [give money].’ So I’m not giving them the right to use my license until they come up with a fair number. I’m not trying to be a pig or greedy. They should donate the money to the retired players. If they would give a million dollars a year to retired players union, they can use my likeness.”

2k sports have done a great job with the All-Time Rosters on getting agreements with the majority of retired NBA Hall of Famers. Although some fan favorites are missing, they can still be accessed by downloading custom rosters from the 2k community.
